<p>RALEIGH, N.C. – A sports betting bill in North Carolina has passed through the Senate with a 42-7 vote on Tuesday and is heading to the State House for consideration.</p>
<p>The bill is <a href="https://www.ncleg.gov/BillLookup/2019/s154" target="_blank" rel="nofollow noopener">NC SB 154</a> and it will legalize sports betting by allowing the Eastern Band of Cherokee Indians to offer sports betting.</p>
<p class="green-bg">How The Cherokee Tribe Can Offer Sports Betting</p>
<p>North Carolina is rather strict when it comes to gambling. There are no state-licensed casinos in the state and the state lottery was only established in 2005. But the Cherokee Tribes are able to offer Class III games in their casinos.</p>
<p>Sports betting is considered to be Class III gaming. NC SB 154 adds sports betting to the list of games that the Cherokee Tribe can offer in their casinos. This was specifically requested by the tribe and Senator Jim Davis was happy to comply and create this bill for that purpose. This is similar to how New Mexico legalized sports betting.</p>
<p>Adding sports betting is expected to have economic benefits for both the tribe and the state. The Cherokee Tribe is expected to earn $14 million for sports betting which will then turn into $1 million for the state of North Carolina.</p>
<p class="green-bg">No Mobile Betting Anytime Soon</p>
<p>One thing to note about this bill is that there is no language in the bill that calls for internet or mobile sports betting. Almost all states across the country who are considering sports betting legislation has some language that involves mobile sports betting, but North Carolina does not. This was also requested by the Cherokee Tribe.</p>
<p>“The Eastern Band came to me with this proposal, and that’s what they wanted. They’re not interested in expanding it at this time, and probably have no interest in expanding in the future” said Davis.</p>
<p class="green-bg">Stall In The House?</p>
<p>Senator Davis initially made this proposal and said that it would pass in the Senate in a month. He was almost correct and the legislation quickly moved forward and is heading to the House. Davis said that getting through the House may prove a bit more difficult.</p>
<p>This isn’t the only sports betting legislation being considered. The House is also considering <a href="https://www.ncleg.gov/BillLookUp/2019/H302" target="_blank" rel="nofollow noopener">NC HB 302</a> to legalize sports betting. The main thing to note is that NC HB 302 has stalled in the House and has not moved in over a month. Davis is hoping that his bill can keep the momentum going and pass through the House.</p>
<p>At the current speed, this bill is going at, North Carolina could be one of the first states to legalize sports betting in 2019. Once it goes through the House, the bill will go to Governor Roy Cooper for his signature. The current legislative session ends at the end of June so there is a fair amount of time to get <a href="https://www.sportsbettinginnorthcarolina.com/" target="_self">sports betting in North Carolina</a> legalized.</p>

<p><em>RALEIGH</em> – The sports betting measure in North Carolina has been making major headway since April has begun.</p>
<p>Aside from a few favorable opinions and amendments, <a href="https://www.ncleg.gov/BillLookup/2019/sb154" target="_blank" rel="nofollow noopener">NC SB 154</a> passed through the Senate chambers by a vote of 43-7 and is already beginning the discussion in the House.</p>
<p>Having passed its first reading, the bill has been referred to the Rules, Calendar, and Operations of the House Committee. Not slated for a date of discussion yet, the House will have plenty of time to approve the proposal, as the state’s session does not adjourn until mid-July.</p>
<p>According to the bill’s <a href="https://www.ncleg.gov/Sessions/2019/Bills/Senate/PDF/S154v2.pdf" target="_blank" rel="nofollow noopener">text</a>, the Eastern Band of Cherokee Indians would be able to permit Class III wagering on their casino’s grounds.</p>
<p>The Class III gaming allowance would include sports betting and horse racing betting and though there have not been any regulations set, there is no reference of any collegiate wagering ban or the permission of mobile betting.</p>
<p>Caesars operates both of the tribal casinos, Harrah’s Cherokee Casino Resort and Harrah’s Cherokee Valley River Casino, which are located in Cherokee and Murphy, respectively. However, the potential for expansion from the Catawba Indian Nation is likely, as they have established efforts for a new casino located in Kings Mountain.</p>
<p>Currently, the former tribe allocates 8% of their table game revenue as a tax to the state. Though this is set in their compact, negotiations will need to take place to tackle a sports wagering revenue system.</p>
<p>Regardless of the percentage, the new potential gaming tax would go directly into the Indian Gaming Education Revenue Fund, per the wording of the bill.</p>
<p>With many weeks left in the legislative session, only time will tell if the generally anti-gambling expansion state will venture down the path of legalization of <a href="https://www.sportsbettinginnorthcarolina.com/" target="_self">sports betting in North Carolina</a>. NC has been slower to pass gaming legislation as it was one of the last states to approve a lottery system and has even rejected daily fantasy bills.</p>

<p><em>RALEIGH, N.C.</em> – Those looking to bet on sports in North Carolina may soon be able to do so at one of the state’s tribal casinos. Earlier this week, the North Carolina Senate passed <a href="https://www.ncleg.gov/BillLookUp/2019/S154" target="_blank" rel="nofollow noopener">NC SB 154</a>, a sports betting bill that would permit gambling on professional and collegiate sports as well as horse racing.</p>
<p>The bill passed with overwhelming bipartisan support, with a final vote of 43-7. This is mainly in part due to the restrictions that would come with betting on sports in North Carolina.</p>
<p>If this piece of legislation does in fact become law, sports gambling would be strictly reserved to in-person bets at the state’s tribal casinos. There are no provisions that would allow for online or mobile sports wagering.</p>
<p>Those that are concerned with problem gambling would be happy to see that this gaming expansion would be limited, and The Eastern Band of Cherokee Indians who originally proposed the expansion would be able to gain new revenue for themselves and the state.</p>
<p>“It is expected it will enhance the revenue of the tribe about $14 million a year, and that will yield about a million to the state,” said Senator Jim Davis, who originally filed the bill and whose district includes the Cherokee reservation.</p>
<p>While this may not seem like much to the state, supporters say it has a great impact on the local area. The casino industry “has just transformed the community,” said Davis.</p>
<p>Davis was previously able to pass two pieces of gambling expansion at the request of the tribes which included table games and the construction of a second and third casino. Although, the tribe has yet to build a third casino.</p>
<p>Instead, the tribe is expanding their current operations. The two current casinos employ more than 4,000 North Carolina residents and have been undergoing $250 million worth of renovations since last summer, as reported by <a href="https://www.newsobserver.com/sports/spt-columns-blogs/luke-decock/article226915004.html" target="_blank" rel="nofollow noopener">The News &amp; Observer</a>.</p>
<p>The bill will now have to be voted on by the NC House of Representatives, and if approved by that chamber, it will be up to NC Governor Roy Cooper to decide if he wants to sign or veto the bill for <a href="https://www.sportsbettinginnorthcarolina.com/" target="_self">sports betting in North Carolina</a>.</p>
